The area, once known for its scuba diving and massive sardine clouds, has struggled to revive tourism even after lifting covid-19 travel restrictions due to critical infrastructure damage caused by Typhoon Rai, also known as Super Typhoon Odette, which has left much of the area decimated and struggling to rebuild.
